The Strafford County Commissioners are accepting sealed proposals for the following:
Construction of a New Warming Center Building
Of approximately 10,000 square feet
And/or Demolition of the existing structure located at
262 County Farm Road, Dover, NH
(Former site of the Cocheco Valley Humane Society)

Strafford County is seeking proposals from qualified and experienced General Contractors for
the construction of a new Warming Center building and demolition of the existing structure. The
purpose of this facility is to provide a safe, dignified, and accessible space for residents during
extreme cold weather events.
The projects involve the demolition and removal of existing structure and construction of a
single-story, approximately 10,000 square foot building on County-owned land located at 262
County Farm Road (Former site of Cocheco Valley Humane Society), Dover, NH. The building
will include client intake areas, a dining and common area, restrooms, a kitchen, pantry, laundry
service area, staff offices, a clinical services area, and storage. A conceptual architectural
rendering has been prepared and is available to bidders (see Attachments).
The County intends to award a contract to the responsible bidder whose proposal is deemed most
advantageous, considering price, experience, qualifications, and project approach.
This bid will require a mandatory pre-proposal walk-through on Wednesday, November 19, 2025
at 11:00 a.m.
All bids must be submitted by Friday, December 5, 2025 before 9:00 a.m. in the Commissioner’s
Office in a sealed envelope or package clearly marked with the RFP title. Proposals received
after the deadline will not be considered. Please include 3 copies of each proposal and one
digital copy on a USB drive.

Specifications are available by contacting Doug Kane at 603-534-2395 or by visiting the
Current Bids section of the county website. Bids can be submitted separately or as one
project, but must be clearly broken down as two separate project amounts. All proposals
must be submitted in a sealed envelope clearly marked “Warming Center
Construction” or “Demolition of Existing Structure” and must be received by
Friday, December 5, 2025 before 9:00 a.m. at the Strafford County Commissioners
Office, 259 County Farm Road - Suite 204, Dover, NH 03820.
The Strafford County Commissioners reserve the right to reject any and all bids/proposals,
to award the bid to other than the low bidder if deemed “bid most advantageous to the County” and to waive
any defects in bids.
